With the absence of a public school in Niugan, its first residents sent their children to study at Tonsuya Elementary School. Realizing the needs for a school site, Dr. Tomas Josef, the late prominent doctor of Niugan donated a 1,513 sq. m. lot located just across his house in 1969. Under the initiative of the late Governor Isidro Rodriguez of then Rizal province, a school was erected and completed in 1970. It was a two-storey building with ten classrooms. It started as a primary school with six teachers. In 1972, it became a complete elementary school, and it’s being situated in Barangay Niugan, it was named Niugan Elementary School.

Under the instructional leadership and management of the following principals, Niugan Elementary School continues to deliver and provide quality education among the school youth for them to become productive and useful citizens.
